A new paper by Amelia Padurariu, published in Stability: The International Journal of Security and Development, examines the role of main international actors involved in the implementation of police reform in post-conflict Bosnia and Herzegovina, particularly that of the UN and the EU.

The paper begins with a presentation of the status of the police before and after the conflict. UN reforms from 1995 to 2002 are first discussed in order to set the stage for an analysis of the role of the EU in the implementation of police reform. The article concludes with an overall assessment of UN and EU efforts in post-conflict Bosnia and Herzegovina. In general, the article argues that the EU should pay special attention to the political level, where most of the obstacles to police reform lie – this will enable success over the long-term.
